So after 16 chat restrictions i received a 14 days ban, not for flaming tho because i don't do that :P but rather for agurging or self defence what so ever, i really hate that it is so easy to get punishments tho, but my question is, how long would it take for my account to step down the penalty level to the point where i won't risk a perm ban?

There is no set amount of time before your account starts recovering.
Generally speaking it takes about 2-5 months for punishment tiers to start decaying. Best course of action is to mute allied and enemy chat until you feel you can control your language, at which point you should use the chat sparingly, only for short messages about gameplay and the like.
