Are there any ways to check if someone who I report is get punished?

Hello, my fellow summoners! So... I just met a racist today, it actually felt bad because it was the first time seeing a racist in league. It's been over 3 years since I first came to America(as a permanent resident); I've never seen a racist in here. I don't know if it's because I'm still in high school, but I also never seen any racist in league community. I might use some offensive languages only to translate something that the assailant said. Since my memorization skill is not that perfect, my statements might be a little bit off. I know I'm using broken English, please excuse me(It might not be hard to understand though). I'm from South Korea and partly from China and Japan as well(my family is kinda complicated). I've never thought that my race is embarrassing or something that can dishonor me. But I used to live in South Korea for a long time. So I used to play on Korean server, and I transferred to NA server because of the poorer internet service in America(it is almost impossible to play Korean server in America). I guess I have played NA server for over 3 years, but I have never had any problem in here except about my language. I understand my English is not perfect; I know it won't go as well as Korean server because of the communication issue with the team. The thing happened today. In the champ selection section, while the team is discussing the game, the mid-laner suddenly said, "你不要去混蛋," which means "You don't have to be bullshit." And then said, "KOREA>>>CHINA," "%%%%%%%%%%% CHANG," and "MOTHERFUCKA" repeatedly. There were even more than these. It is considered as racism, especially towards the Chinese people. Yeah, I read the tips. It always reminds me not to be tilted. BUT how can I not be tilted after being racially harassed? (S)he continued even after the game started. I was thinking about muting his/her chat, but I decided to leave it unmuted to post this discussion more precisely. (S)he was like advocating Korean people but at the same time, insulting Chinese people. I felt depressed, I unconsciously trolled the game. I played jungle, and I lost the initiative. I couldn't lead the game, it soon came back to me as the flaming. And that person who spoke racism instigated the team to report me for intentionally throwing the game. Since the game started, I didn't respond to 90% of the things (s)he said because they were full of racism and insult. I just reported him/her right after the game finished. I don't know if the chat log of champ selection section is saved in the server, but I can tell that (s)he continued in the game because (s)he also spoke in All Chat. I really don't wanna see this kind of racist anymore, I don't wanna feel bad even in video games. I think riot should take care of the behaviors of a player and impose the appropriate punishment on that player. The thing I am worried about is, (s)he and I are in the same elo, I think the ranked system might match him/her and I in the same game. I want to see if (s)he is actually punished by my report. Are there any ways to check if the report is accepted and an appropriate punishment is imposed on the player?

p.s. I actually wanted to write at least 30% of this text on the report, I think it's too short to explain the whole thing what the assailant has done in the game. What things should I necessarily write on the report?

It is possible to look them up on websites like http://na.op.gg/ .

That will show if they play games, so you can tell if they've received a 14 day or permanent ban.

Riot considers racism unacceptable, giving out 14 day bans for the first offense.

Overall, it's better to not invest too much emotion into vengeance. If you reported them, you completely fulfilled your responsibility.

If for your post game report you didn't check the box "[ ] Hate speech" it could potentially be useful to send an amended report here

Write down maybe one or two offensive messages, or a brief overview of why their behaviour was wrong. If someone is being that racist, I recommend muting them and reporting. Keep in mind that these manchildren/twelve year olds/keyboard warriors most likely were not raised properly, and you shouldn't hold it against them. I'm sure they have their reasons as to why they're toxic, whether it be because their high school degree couldn't match up to an immigrant's PhD in a job interview, or because they feel that self-worth is determined through video games. In any case, I don't think you need to know that they've been punished by Riot, as they've already been enough punished by life to have so little intelligence to realize that racism is unacceptable.
