Did you report them? It's kinda important for the system to find them. Make sure you include a description if it was for pre or post game chat.

yes I reported him, but since my team lost the game, they insta left post chat and idk if they reported him too.

Only one report is necessary for the match to be flagged for possible review. They might not be considered for review until more of their games have been reported, but that match is now one of them.

Also be aware of the fact that it's the person who last reported a person that just got banned that gets the "a person you have reported has been dealt with" message.

so all of a sudden the communities claim of "you can skip to perma ban depending on how toxic it was" is no longer valid?

That sort of thing still requires a manual review. Which takes time for someone to get to.
