Seems to me like you should either stop the behavior he is reporting you for, or stop playing with this person. Bam, problem solved and you didn't even need to wait for Riot to get around to the personal request of one of its millions of players.
You should stop playing with that person, because they obviously aren't trying to be friends with you.
