So I am a fairly old player, started with the release of Draven (Mid way through S2 i think) and never once have I got a chat restriction or notification for being toxic, however, I was a chronic leaver. Mainly because my parents were always super strict about my gaming time and I was never able to manage my time well. I remember getting back to back 1 week bans for leaving, I heard they overhauled the chat ban system but I’ve always been super worried to leave a game again in case they did something similar to the Leaver bans, especially now that I am in University and there seems to someone prank pulling the fire alarm every weekend.

The LeaverBuster FAQ includes most of the information you're looking for.

To summarize, if you leave games too often (there is some leeway) you will be given Low Priority Que, which means that you have to wait a set amount of time from clicking "play" to actually join the que for 5 games. LPQ starts at 5 minutes, but increases up to twenty minutes if the habit of leaving games continue. (Leaving 1/100 is considered to be a habit and will lead to the 20 minute LPQ fairly quickly, as a benchmark.)

If you leave games to an extreme amount, it is possible to receive a 14 day ban or a perma ban if you've already had a 14 day ban.

Leaverbuster is a system apart from the IFS. Leaverbuster handles afk and leavers. You may want to look at the FAQ page on the support site.

You won't get banned for leaving games unless you are doing it incredibly often. You will instead be placed into low priority que games, meaning you have to wait a certain amount of time before it will start looking for a match to put you into.

They've changed the LB system, but it no longer gives time bans. Instead, it issues a low priority queue, similar to dodge penalties, for a specified number of games.

There is still leeway in the system for rare, unexpected leaves, but once you've hit the penalty stage, it can take a lot of games to drop back down to rebuilding that leeway.
