Do people really get ban?

Legit feel like nothing is done about people who intel feed or rage quit waiting in base to ff. Legit nothing. Every 3-4 games i have someone intel feed then says "guys im getting out scale" while spamming laugh at enemy team in front of them. If people really do get ban why do i still see so many people just afking in base around 10 mins waiting to surrender? Is it cause im high gold/low plat? Why do so few people get punish by the system? When there are others just as bad that dont get punish. I dont care if they intel feed or rage quit 1 game, it still should be punish with a 1-3 day ban. I rather have a toxic team player who is trying then some one who just throws the game cause he doesnt want to waste anymore time.
