Someone is kill-stealing on purpose. Is that considered punishable offense?

So earlier today, I Jinx was playing against bots and there was a silver playing Tristana . During champion select, she called top, along with Akali. However, she didn't stay in that lane. She was moving constantly from lane to lane, and she took all our kills, even if we all had the potentials to do it ourselves. Everyone was upset, so we told her to cut it off, and she refused. Pretty annoying. Just saying, that should be punishable offense.

It sucks to have a lvl 30 in low level bot games. Its not something that is reportable but it is annoying. If you're in game like this, just try to practice your farm/last hitting. Bots don't really behave like players do in pvp, so killing them doesn't teach much, but you can get pretty good at farming by practicing with bots.

Not punishable. But it certainly is annoying and does neither the person doing it any good or the people they are doing it to. Not very sporting. I will sometimes bot game to get a first win of the day if I just don't have much time to play. But I'll usually play genuine support rather than kill steal unless I just totally have to. Really though the best thing you can do in a bot game is practice farming.

Not punishable, but you should take the opportunity to learn from them.

Like, you say you had the "potential", but you never actually used it; you should learn to evaluate the situation accurately and be decisive. If the silver player could come in and steal the kill, you probably could have (and should have) gotten it yourself before they even came to your lane. (And if you couldn't have, there's really no potential to speak of then.)

Annoying as fuck but ks'ing is seen as a tactical disagreement and therefore allowed. Just trick out their inner toxic and ask why he is stealing all kills, they often go rage after that and then you can report him for toxic.
