Allow honor to be given on champ select to counter trolls

I was in a game recently and encountered the typical scenario that everyone who's played league has had.

1 person took a role that did not belong to him because he either called it late in a blind pick or was given an auto-fill and doesn't want to play the role the game had given him.

So this results in 2 people playing "who's got the bigger ego" and wont let the other play the role even though it was originally only 1 of them that caused the situation.

By allowing honor to be given during champ select you can maybe convince the person who is not at fault to be the bigger man and receive honor.

Some people reading this are prolly thinking "well yeah but then everyone will just start spamming honor to all 4 players at the start and everyone and their mother will have the banner icon." This is very true and is why riot could allow only a handful of pregame honor to be given out to those players that actually deserve it for being a team player.

I would not advise adding a reporting option at the start cause that would only encourage the negative player to troll harder and maybe intentionally feed.
