Trolling/AFK/Inting in Ranked,and the fact that riot does nothing about it

Now it's common knowledge across the boards that riot gives no shits about anything that's not pro play.....This has been getting progressively worse.You get good teammates for a couple of games to get your hopes high.You win lane,do overall well and go into the next few games with your head held high.And then it begins.You start getting teammates who flame from lobby,who feed and afk,who just outright troll.This is a post about someone I encountered recently in a ranked game.He began by abusing our jungler in the lobby ,banned his pick and then proceeded to straight up int the full game.Fact is I looked at his history and he has inted in every game since the date 27/4/2019.Do the maths.Every game since then.15 games in total.And he is still not banned.So for the bootlickers who will come and say ,"Nyehh just report and send a ticket" it does not work.If a person has been inting since months he out to be taken off the game.It has no happened,and it won't happen.Which leads us to the conclusion that riots system is broken and has failed to properly enforce their rules.You can and will get banned if you so much as utter a swear word(I probably might for this game),but these people continue to play the system.Idk how to post the screenshots here,if someone can tell me I will willingly post his match history(without the name ofc,since that would be """"""name shaming"""" or some other bull).
