How is abuse of the Ranked Position Selection handled if at all?

It is becoming very common that when a ranked game starts, someone who doesn't like that they got their second position insists on going in their first position. So for instance, someone who has gotten Top says "no, I'm playing Mid". This goes one of three ways. 1) Someone dodges - this happens more often than not, it penalizes both the person dodging and the rest of the players who now have to go back into the sometimes long queue. 2) The player who received Mid just gives in and goes to the other lane - by the end of the game everyone has forgotten the abuse and no one gets punished, or few enough players Report the offender that it doesn't even matter - though everyone was raging in champ select and at game start. 3) Both players try to play the same lane and the game devolves into complete mayhem and rage - after which maybe the offender gets reported but usually everyone is yelling at everyone so likely there are a bunch of reports all caused by this one offender.

Is there anything that can be done about this? Anything in the plans? Anything being done now?

Going a roll different then the one assigned to you (without it being agreed on) is a bannable offense. Report people that do that after the game, or submit a support ticket if the game never goes through
