How could you report someone when they are being passive aggressive

I sorta of believe the Report system works ( it takes so long to ban someone though ). but how could you report someone that is obviously flaming at you but is being so damn passive aggressive on you or someone else. For example, " Damn dude, why do you have to play so poorly" Consider on how they arent using "bad" or "you suck" type of words. " You should of gave me that position, I would of won the lane" Consider how the person doesn't imply that his/her teammate isnt doing well, but implies it as that person that was in that position sucks, and he would do a much better job, and also try to make them regret choosing that lane or called it first. They dont use words like 'bitch" or try to curse, as they could easily avoid not cursing, which i think the report system doesnt find it bad.
