Is champ select chat reviewed now? or is it still only in-game chat?

Just had an ashe in my last game that decided to call me braindead+%%%gt in champ select then tells enemy team in-game to report me for being toxic. So are they gonna just get away with this? Requiring a ton of reports doesnt help in this case seeing as most people leave right away since they aren't the one being targeted.
