Riot bans players for standing up to bullies and making fun of them
Your title alone pretty clearly demonstrates that you weren't standing up to them, you were just bullying them back. Two wrongs don't make a right, and you're no better than the first bully.
Beyond that, bullies want attention. You responding to them is just going to make things worse, so the best course of action is to mute, report, and move on. "Standing up to them" isn't going to help anything - all they're doing is flaming, and admonishing them is just going to make them flame more.
And beyond that, you clearly weren't even standing up to them - as mentioned above, you stooped to their low and became a bully yourself.
just got a 14 day suspension for making fun of a guy hard flaming me.
Breaking the rules in retaliation is still breaking the rules. If you got a 14-day ban, you either A. Have had a history of prior punishments, including at least one 10-game Chat Restriction and one 25-game Chat Restriction, or B. Committed an egregious chat offense, such as using hate speech or encouraging self-harm. I'm gonna go ahead and guess this was a case of scenario A.
If I knew that making people upset then them taking me out of context in all chat would get me suspended, I wouldn't have done it...
If you are intentionally making people upset, then yeah, you're going to get punished for it. Them "taking you out of context" is irrelevant.
...but Riots suspension system is broken.
And what makes you say that? That you're not allowed to turn around and harass people for being toxic? The rules apply both ways, and they don't just suddenly disappear when one person breaks them.
I am beyond pissed off because I was not even toxic...
That really isn't for you to decide. The IFS clearly sees things differently, and I don't doubt that if you were to submit your chat logs for peer review, we would similarly be able to point out where you crossed the line.
...get accused of throwing and I get reported for that shit.
False accusations mean nothing. If you got reported for something you didn't do, you wouldn't be punished.
If you want to discuss your punishment, you should submit your chat logs for peer review. Otherwise, bear in mind that we're inclined to take your assessment of your own behavior with a grain of salt.
Sick of riot endorsing bullying.
Riot doesn't endorse bullying. That's why they punished you, and they'll punish the other bully if they get reported.
What you need to understand is that you are not Riot's rule-enforcer. If someone is breaking the rules, you report them, and Riot will handle them appropriately. Taking things into your own hands just makes it more likely for you to get punished for what is basically vigilante justice.
