A way to stop toxicity
Can riot add a system where the player can mute his self,by that i mean a option where you can give ur self a X time mute and not be able to disable it in case you get tilted?

I've thought the same fucking thing. Honestly, I'm surprised Riot hasn't implemented this in yet. Of course, you're going to have people whining and complaining that "people should have more self-control" but if literally muting your self, out of your own choice, because you know you can be toxic at times, isn't considered self-control, I don't what the fuck is.
The problem with a self-mute feature is that its effectiveness hinges on a toxic player's ability to be conscious of their own toxicity. They have to be self-aware, and that's not something that most toxic players are. More often than not, they think they're justified, or that they're just being themselves and Riot is trying to be the "Hyper-SJW Chat Police" or something.
But, here's a thought to add-on to the idea of a self-mute. So, what you're basically proposing is a self-imposed chat restriction (but specifically preventing the use of chat, rather than limiting it) - why not apply an Honor Penalty to it? That way, players who are willing to tank the honor loss could mute themselves (as rare an occurrance that may be), and players are given an incentive to actually reform and show restraint so they can maintain their Honor.
You want to stop toxicity, simple, start punishing the afks and inters. Stop matching people who try with those who give up and just feed. Fix match making and get rid of hostage holding in lost matches. right there, 90% of "toxicity" goes away.
EDIT: Yeah and one more thing, FUCKING BALANCE THE FUCKING BOT LANERS IN SKILL!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!
