Report option for asking for reports

Put that under Harassment, and add a note at the bottom saying that the player asked for Reports.

I think it would be much more valuable to simply educate players on why they shouldn't threaten with or lobby for reports, and that it's punishable to do so.

Nothing happens when you do. It's the reason it continues to be a problem.
