You can report the AFK Renekton and overtime the IFS will catch their behavior and act accordingly. Also, you may want to take a look at this link:

Riot is working to improve the system to catch int feeders but they are also improving the system as a whole. It may be some time, but the system will catch up. In short, the system is being worked on and they know the community frustrated with trolls/afkers.
