Tribunal in form of Riot & players based?

Maybe give Tribunal back, but give a form of check-and-balance system or something. Both players and Riot have power to solve the case and final decision would come from some kind of agreement.

But Tribunal alone won't stand in my book; too many angry players out there and it's just completely biased. I would never take angry players/people review serious.
