Suggestions for a better punishment system

So I'm seeing a lot of these toxic high elo players showing up recently Tyler1 obviously being the most famous but there have been many more I've heard about recently. Now obviously banning these players isn't working because they just go to one of their 50 other smurf accounts and do the same shit, it is for this reason I think league takes the route of other games right now and just stop banning people in general. Now I know what this is going to sound like I used to be pretty toxic myself but I feel like I've reformed quite well but at this point I think more people are just doing what Tyler1 is doing when they get banned instead of trying to reform and not be toxic. So here's what I suggest, when I was still a toxic asshole I found that chat restrictions did a really good job of keeping me from being toxic for the most part so what I think would work better is instead of an escalating banning system they make an escalating chat restriction system so like step 1 get a message like every 5 minutes or something step 2 you get 1 like every 10 minutes so on so forth until a permanent chat restriction that might be lifted ifnthe player has shown reform somehow. Those numbers are just examples and obviously wouldn't be the case if riot actually did decide to implement this. Now I think the afk system works fine for the most part except for the fact that you still get punished by it when something happens thats out of your control like Internet goes.down or something which happens pretty often so if that gets fixed the afk punishment works fine. So the reason I say get rid of the banning system in general is because I gauruntee you there is not a single toxic player in the world who sees that banned banner come up on his screen and thinks that "oh I deserved this I feel sorry and I'm gonna change my ways" what they actually think is "fuck this shit I'll just go make/buy another account and continue to be toxic or even more toxic because this shit pissed me off." I can say this out of experience when I first got banned I didn't feel bad for my actions no truly toxic player does. The reason I reformed wasnt because I got banned it was mostly just a change in mentality in my overall life and just being a generally happier person. The ban I received had done nothing to change my mentality and only added fuel to the fire of my childish and assholish mind which is overall why I believe that the ban system does not work and should be replaced with something else maybe even just a little thing were after you die in the game it doesn't let you type in chat for a short period in the death timer and a little message pops up telling you to take a deep breath or something like that or after you die some sort of positive encouraging message pops up or something even just like a stupid joke to help lower the tension of the game after you die in a tilting way or something. I feel like there are a lot of things you could implement and test to help lower the tension of a historically toxic player in a game and help them instead of just going straight into chat restrictions and bans that overall just make them angrier than they were before.

Can I ask for something simple? Paragraphs. Might help. Its an intimidating wall of text you got there. Having each paragraph seperated by the change of subject for the next paragraph would help as well. Not saying it will gaurentee results but might make it easier for a discussion to get started.

I still think we need perma bans for people that like to use racism/sexist/death threats/suicidal suggestions. But I like the chat restriction more. A lot of these players are good and competitive, which we need. But their anger and emotions get in the way.

The afk system should be that if x player doesn't connect by the 5 minute mark (10?) at the start, or is dc'd midgame for 15 minutes, an automatic message should come up saying would you like to null the game? And 2 out of 4 should allow the game to end with no consequence to the losing team. Can it be abused? Yeah. But try it and see the ways that's happening. Odds are, if you provide a punishment strong enough (escalating ranked bans perhaps?), people won't abuse it by afk'ing.

They used to have this.

It didn't help toxicity at all, in fact making it worse, as people would transfer the toxicity to gameplay

Except people like Tyler1 also just afks in game too so...yeah, wouldn't do anything.

What they need to do is make it so people are only limited to so many accounts. There really isn't a need for maybe more than 1-3 accounts. Me personally I only have my main one (this one) and a "smuf" account that I really only play vs ai in! They need some way to connect all smurf accounts to your main account so that if you break the rules and continue to do so on your smurfs they all get ban. And if they catch you making a new account and not linking it then something should happen.

I just wish that, in the context of this game, there was a reason to consider reform after a permanent ban.

The threat of losing an account and actually losing it are so very different. It's served as a far more effective eye-opener than being told to leave and cool off for 2 weeks. I think basically everyone here agrees that I've turned myself around very well.

Also the fact that in a lot of cases, banning players just throws them back down into the pre-30 crowd, ruining the new player experience while not really changing anything at level 30.

As I've said before, if anything it actually punishes people who decide to want to improve themselves more, like myself. I'm no better off than a non-reformed player in regards to this game, have no options available that they don't. (Hextech crafting is barely a thing for me for a few reasons, chiefly my friends being all level 30s and my own relative inability to get S ranks)

It's no wonder most permanently banned players either leave or just take up trolling.
