So I was banned for 2 weeks like 3-4 weeks ago and I still am ineligible to earn loot. But I went 13/0 as Lucian and I didn't get an s token is it because I was banned or that it just didn't give me an S?

Well if you didn't get an S you're not getting the tokens anyway. you don't get chests or key fragments until your account has had enough time to show improvement so you probably don't get tokens either until enough time has passed.

Also, you'll need to play around 100 games without being validly report before you can get your rewards back. Also realise that your account is on the verge of being permaed, anything little thing such as passive-aggressive behavior / griefing / AFKing / can get your account permaed.
