Just a part of what happens during my games.

Player A: I will fucking hang you for being retarded Player B: bruh chill Player A: Do not make me fucking cut you too bitch Player C: i will defecate in their mouths

And yet nobody wanted to report them, and they think this is fine. Riot doesn't have a way to report people outside the stupid end of game screen, and does nothing but copy and paste something from their rules to you when you manage to get ahold of one of them.. Lovely game.

Hey,

Naming and shaming others on the Boards is not allowed as stated in the Universal Rules. We have this rule because we don't want people witch hunted here based on evidence that may or may not be true. Since players in your games don't submit themselves to public scrutiny in the same way a pro player would, calling them out here is opening their actions to the public in a way they never intended. You don't have the context to whether or not a player is consistently toxic so you could be shaming them for just a bad day or even a hacked account. For this reason, I've gone ahead and edited the names out of your post since it is still fine to talk about the actions so long as you use anonymity.

Regarding the thread itself, even if others don't agree to report people, that shouldn't stop you yourself from reporting them. Be sure to report anyone that uses that kind of talk at the end game screen. If you did not do that and have evidence such as screen shots or replay clips of the toxicity, there is actually another way to report people as you may also submit a report ticket to Riot.

If you wanted to report them, then someone did want to report them.

Declining to engage in an argument during a match doesn't mean that everyone else thought it was fine.

Reporting them after the game should accomplish everything you want to accomplish in this scenario.

I honestly see maybe 1 of these out of 25+ games if even that much. Ignore it, mute as soon as you get into game and report after game. Doesn't bother me much.
