Idea for punishing trolls and toxic players

I dunno if riot takes advice from the boards but I have an idea on how to punish trolls and toxic players. limit the amount of reports each player has every season (maybe 10-15 per season?) but make each one count more (ex: 1 report = 5 reports on the current system). The problem with the current report system is that your reports become worthless if you keep on making false reports against bad players on your team (and let’s be honest, we all have at some point) so this would help to filter out all the false reports because people don’t wanna waste their reports on players just having a bad game and would rather focus on trolls and toxic players. If someone gets enough reports in a short amount of time, they will be punished and the players who reported them will earn more reports. This is just an idea though.
