No, you just aren't guaranteed to be notified of it.

Um, no. Racial slurs will get you banned pretty fast, often skipping the previous punishments entirely

the system is very... well it takes a lot to get banned and you only get the message thatsomeone got banned when he got a bann right after the game he played with you. just check the boards here you find enough "banned" threads :D
