explaing to me how repeating something that another player called me in all chat while asked for a reason to report the player is perma ban worthy.

Why is it necessary to repeat it to begin with?

You don't need to rally for reports either. 1 report flags the game for review.

In general punishments go up a ladder.

The question becomes: Is this action punishable? If yes, apply the next punishment. Using hate speech (shown as %% in your log), urging self harm (ex: kys (not applicable to your specific situation), or extreme toxicity (not applicable to your situation) can give an elevated punishment. The punishment escalation for hate speech is usually skipping two levels, for a 14 day ban first offense or a permaban if there were any other penalties previously levied against the account.

Riot's policy towards anything that gets shown as %%%% is most easily summarized as, "there is never a reason to ever type those words."

/Edit I can give some more pointers at the rest of the chat-log if you'd like, but, if you completely avoid %'s and keep the rest in moderation your next account should go a lot more smoothly, so you don't really need it all nit-picked.

You shouldn't have repeated it, but I think maybe you've got a chance at having this reviewed. Really, there's no point in asking people to report, because 1 report is the same as 9.

I don't think you were toxic, though I think you talk too much in game. But repeating it is no good, and neither is asking people to report. I think you may have a chance to have someone review your permaban, but it's probably slim.
