Why has riot not implemented a feature in client that lets players review reports themselves?

Hear me out on this, CS:GO has a feature where all reports are sent to a system that then send the VODs to the player base so that they can review the games and then after watching the review, the player is given a ballet that asks them if they think this player that was reported was trolling/toxic in chat/feeding etc.

The system even has a rank requirement in place so that only qualified players can review the VOD and give their feed back about the VOD. i think this would help fix the problem with toxicity and trolling in game at least a little bit. 

Give some incentive to players that are willing to review the games and give their feed back. this will give the player base a feeling of accomplishment for helping out the community weed out the people who are toxic.

We had one, no one used it and punishments slowed to a crawl.

Yeah, they use it for banning cheaters in addition to the systems that detect cheats.

Given the current state of CS:GO, I can't say it's working very well.
