how do i report a player outside of the game its self?
long story short, i think a player was cheating.

Well, you have to actually have proof.
Screenshots or something that riot could actually use because they won't review a he said she said situation. You could try to submit a player ticket about an issue that you had with the game, that is on this site in the top right hand corner, well, its under the support tab i believe.
Typically people use these tickets to have a suspension lifted that was unrightfully put upon them (which riot RARELY does) {I had a chat restriction after not speaking during multiple games and so i submitted a ticket, riot did nothing about it and said that their system must've been correct, in other words, i was chat restricted for not chatting or people unrightfullly reporting me for unsportsmanlike or something.}
Sometimes they use the tickets to get back lp that they lost for a game where they had technical issues which caused them to d/c hence being banned or losing a ranked game ect. <- we all know that sucks and its unintentional afking and its a pain. So sometimes riot forgives the players who use the support ticket feature. Its like a complain e-mail to riot.
Hope I helped a bit...But again, they'll ask you for some type of proof, you'll have to possibly give them the log's of your game containing the chat or whatever they need to review the issue.
Yeah, the play support tickets are under the support tab on this site, then the second tab in the top right hand corner of the next page.
The "submit a request" button is what you wanna click on. The My tickets tab shows requests that you've had previously or that are pending.
