Would walking around and not hitting minions in lane count as "AFK"?

We had a jinx that would go to bot lane. She would go up and try to auto the minions. Then pretty much cancel her autos. She had probably like 1 CS at the end of the game. Can you get reported for this? She also kept putting emoji's in the chat that looked like a peenus going in deep. Even though she didnt say anything toxic. I doubt she'd get tagged for anything.

Report and explain why you're reporting if you think it's a problem. If you don't report the system assumes you thought their behavior was acceptable.

If the player was actively avoiding playing, Riot will determine if it is punishable or not. You must participate in the game.
