Idea on how to avoid players you don't want to play with

So, I recently got into a ranked game with two teammates who I'm heavily suspecting are bots - wouldn't say a word in chat, issued zero pings, wouldn't respond to a single thing my other two teammates and I said or pinged, did not have a full build after 53 FUCKING MINUTES, and had bizarre masteries (CotC Heimerdinger Jesus Christ). The game lasted longer than an hour, and my two human teammates and I were completely drained by the end of it.

I was wondering if we could implement a system that bars a player from running into another player that we sincerely never want to meet again, like a troll/toxic player/bot/etc. Like you could specify a player in the post game lobby, and matchmaking would ensure that you don't wind up meeting them in a game after that.

I heard that a similar system used to exist in Overwatch before being axed due to certain players deliberately avoiding certain players who were simply good at the game and were not trolling/toxic/bots/etc. We could implement a system that evaluates player actions/dialogues and then determines whether or not the player deserves to be blocked from playing with the person who wants to block them. I feel like the latter of the two could be easier to implement, as it can evaluate trollish/toxic dialogue (or lack of dialogue entirely), and then weigh that against phrases like "I'm just having a bad game" and "I'm trying my hardest," or if no misdemeanors are being committed at all. Teammates dialogue could be looked at as well, to see if the players also have a general consensus on the fact that yes, this player is trolling/toxic/a bot/etc. However, I feel like it would be very problematic and difficult for Riot to make such a system, and even then I'm willing to bet that some players will find a workaround.

Do you guys have any thoughts on how to avoid certain players? I'd like to hear them.
