so today im playing adc and my support just starts clearing all my creep waves (velkoz).
i asked him to stop and he wouldnt. he was literally following me raound taking all my cs.
i ended up just saying fk it and afking because im useless w/o items. whole team blamed me tho
You can report for whatever you want.
This is a community driven punishment system. If he gets reported a large majority of his games (say 80%) for stealing CS, then enough people think stealing cs is a negative behavior to warrant a punishment.
Now, that will almost never be the case. Not enough people actually report for stealing cs, and he may not even do it consistently. But you're welcome to voice your opinion (via the report) that it should be.
sigh, if only... but then you will have morons claiming that they are healing you even though you are at full health.
adc always gets blamed, 99% of the time it's miserable support, but for some reason league players cannot think past the last 5 minutes of the game. They will ask you things like, "why you no got damage!?!?!?"

Taking farm as a support is not reportable, being a jerk and intentionally crippling your adc is. I play support all the time and take cs whenever my adc cant get it, or sometime it just happens, but I am not trying to mess over the other player. This vel was not reportable by taking cs, but was reportable because he was intentionally messing someone over.
flip the coin and ask "is it reportable for the adc to not last hit minions"? if perfect cs at 10min is around 100, 20 min is around 220. If you're on adc, and ave under 70% of the cs, that's 30% of the income being completely lost. I've rarely seen games where the adc is blamed, the blame order goes, jungle > supp > worst kda > other two. if a lane loses it's the jungler's fault, if the adc loses, it's the supports fault.
do you feel that when someone locks support they are committing to babysitting the adc no matter how terrible or trolly they are?
as support you can tell pretty fast when your adc is going to be worthless. in this case your options are
most people will say its the support's duty to go down with the ship and stand loyally with your terrible adc but i disagree. if you really want to win options 2 and 3 are better.
a while back i had an adc who got hit with 5 blitz hooks in the first 7 mins of the game as sivir. swear to god. i left lane and supported mid and dont feel a bit bad for it. i dont know if they were trolling or terrible but there is nothing i can do for them if they are getting hooked every 20 seconds. i would also think taking all the cs is justified at that point.
Yes, it 100% absolutely should be. There is absolutely -0- excuse for a support, no matter what his champion is, to start taking CS from the ADC. Even if the ADC misses every last hit on planet earth, there is no excuse under the sun for a support to start taking cs during lane phase. I -ALWAYS- report this.
I am a main support player who recently started playing a lot of ADC, and I speak from experience when I say that: you have no business being a support, or queuing as a support, or even queuing "fill" with a chance at being a support, if you are not willing to find another way to generate gold revenue, zone properly, heal, ward, shield, CC and do everything in your power to ensure your ADC has an optimal chance to farm and last hit.
Support is the most important position in the game, and if you're going to fuck it up that badly, you deserve to have every punishment available under the sun cast upon you.
Why would you afk? Thats worse than the Vel'koz stealing CS... Besides there is no rule saying the Support can't CS or get kills, its just a better idea to let the ADC get them because they scale with items. Vel'koz however is an AP champion who does pretty good with a few items, I have seen many Vel'koz Supports start CSing so they can build AP items to increase their burst potential.
