If i get a chat restriction, do i still get loading boarder?

The rule for last season was that if you had an active chat restriction when Ranked rewards were distributed, you wouldn't get them. I feel it's safe to say this rule will be identical this time, but the actual rules will be put out closer to the end of the season. If you receive a ban, last season you'd be ineligible for rewards if it was within 3 months of the end.
