People afk all time. You dont do enough to make it scary. They flat out admit it in chat and still around.

I am sorry but when someone admit they are afking in chat we should be able to post it for others to see. or You should insta ban them.

There is leaverbuster. And if someone said they'll AFK in chat and indeed did, take a short video or screenshots, then submit a ticket to Riot. There really isn't other way around it. It's an easy solution.
