Offencive language

Is it bad to tell truth? is it wrong not believing in lies? becouse thats what offencive language report option does i knw that there are some people that will flame for stupid reason like KS or taking few farms from their lane EVEN if his team is winning, but is it wrong to call someone noob becouse they're doing some bs? for example lets say your team is loosing on enemy team has alot of burst champs like veigar nasus mixdmg jax and so on and you have a tank champ in your team who has good CC but he builds aa speed and no resist lets say braum is it bad to tell him that he should try to switch into a build that we need at the time that he can't use his dmg in teamfights becouse he dies in 1 shot? is it bad then to call him noob? becouse like most of you know noob means -inexperienced, new player/person. and you calling someone just noob you are not wrong becouse as most new players they don't know how to build or how to play that champion but atleast every advanced player should know that you should change your strategy if you see its doesn't work like if you can't farm try to poke with one of your skills to get enemy low and more carefull or wait for someone to help you midlaner or jngler just an example so if your aa damage doesn't work becouse you pop in fraction of a sec then you should be useful in other way like if your team needs tank build tank. Simple as that. and lets say if your entire team is like this braum going 1v5, doesn't comunicate in any language, or just does stupid things like not warding objectives i think its not an insult just to point that out... its kinda the same as telling other player who plays new champ what combo he should use or what items he should rush or on what objectives be should focus.
