Is there sense in reporting pick intent trolling?

Recently I ran into a few games where lower pick order players would show a given champion as their pick intent and when people already picked their champs around them,they switch to something random. I don't mean someone noticing his Vayne ADC gets counterpicked so he changes to Miss Fortune.I mean people who show they want to play Tristana bot then lock in things like Rammus. One time a guy showed he wants to play Zilean BOT and refused to answer questions,so I picked Varus Support to make sure we have a marksman in case he plays AP or fails at his role.He then instalocked Tristana and started flaming/threatening for losing his promo with reports for "trollpicking" and "Why would I play zilean bot?".

IT's nothing serious,but still annoying to lose rankeds due to these guys and I would like to know if they can get punished for it.

I see the same guy for 3 ques and good thing someone dodges

Like seriously in most of your matches you ks and steal your adc farm

How is this guy not reported for intentional trolling....

Pick intent is more like: i might play this champ, dont ban it please. But that doesnt mean he will or has to play it. So only thing u get by reporting those ,is actually lowering your future report value. If u are selected as bottom lane, and opponents are like brand and kogmaw lets say, u dont need to pick ADC to bottom lane. U can go 2 mages ,or similar. Its not against any rules. Have u thought maybe why put "bottom" instead of "adc" or "marksman"? Because they dont want to encourage or force people to play certain meta or certain champion pool. Any champion can be played as support, mid, top and jungle. But not every champ is adc. They want to allow any champion on any position and role.

My experience with pick intent so far has been.... pretty much ignore it. Even in the fairly small set of ranked games I've played so far, it seems the majority of people don't take pick intent seriously. I've seen a lot of people get assigned one role, and they jokingly hover something completely different for their pick intent. Then when it's their turn to pick, they switch to a real pick for their role. I feel this is probably what was happening with your Zilean example.
