Not preferred player list?

Hi,

so usually if somebody trolls my game I just add him after game to flame a bit, since those chats are not checked from simple reports. And today this happened again, I added that idiot, and surprisingly I saw messages in the chat (meaning, that I already played with him, when he ruined my game and I flamed him). WHY do I have to get in team with retards, who I already played with (reported) and didn't enjoy playing with? Why do we not have an option to put players on a list, so we don't get they as teammates?
