Preventing trolling in champ select?

If someone declares what champion they're going to play the other people on your team shouldn't be able to ban it. I know the most obvious answer is don't hover anything but then you lose some team coordination. The problem with this solution is someone can hover something op and then give it over to the other team, so I'm not saying this is a good solution, but thoughts?
