Folks frequently do get banned for this. Pretty aggressively so, from what I've seen.

Sorry to hear that you've personally not seen justice, but if they said it to you, they'll say it to others, and the account won't last long past that.

If you report them it's extremely unlikely they won't be punished. Have you seen the number of people who come complaining to the boards about it?
