so someone can get toxic, racist, threaten families, tell someone to kill themselves, threaten to rape family members, and just leave the game and is unreportable and only serves an AFK BAN? if that? NICE

If you feel that reporting someone won't do enough then you can file a Support Ticket about it to alert Riot about them sooner. Death threats like that are taken very seriously, even more-so than your typical raging, so filing a support ticket about the player(s) who said them will allow Riot to act on them sooner rather than later.
That's strange. Seems like it would be a bug or oversight with the new report system. I'm sure they'll fix it soon, but in the meantime, you can submit a Support ticket on the matter. Worst-case scenario, they mark it as a standard report.
