Solution to a LOT of toxicity problems!!!

Why not just make the option to surrender available a lot sooner. 20 minutes is far too long for the pace of the game now. I truly believe much toxicity would be negated if people didn't feel like they had to waste so much time on a loss. Everyone is playing to win in ranked, so when you know a loss is inevitable you get pissed off not only because of imbalances or people making mistakes or afking or whatever else but also because you know you must wait FOREVER (at least it feels like it) to be able to surrender. If you do anything other than play the game normally (whilst at the same time knowing you have no chance to win what so ever once behind enough) the games anti troll systems will punish you. This causes EXTREME frustrations and I believe cutting the option to surrender down to say 12-14 minutes would be ideal for the health of the community. The vision seems geared towards shorter game lengths anyways, so why not cut that surrender time down with it?

An earlier surrender doesn't really solve much of the toxicity. Sure, it may help shave off a few minutes of toxicity's manifestation, but the underlying root source of toxicity is still there. What you're suggesting is putting a band aid over a seeping wound. I think that a better idea would be to opt into muting one's self and entire allied teams, and maybe even filtering negative players into a queue where everyone agrees/consents to typing whatever the hell they want without consequence!

Another great idea would be an anytime 5/5 [or 4/4, 3/3, etc.] surrender option, based on who's regarded as "active" during the vote]. This means that at any time, if all members of the team agree to forfeit, then they can, and the game would instantly end with no disciplinary/negative consequence. IP is rewarded to the winning team in the amount of time it cost to endure champion select and the loading screen plus whatever time was spent in SR, and the forfeiting team can have at max a fraction of the ip that their opposition made.

So the winning team would still make decent IP, but the forfeiting team would come out losing ip over time if they surrender too much. Not to mention it will negatively impact their rank/rating. Their rating should suffer a static penalty that maybe only varies based upon how soon they surrendered. The later they decide to surrender before the 20 minute mark, the better ip reward, and less ranked rating penalty.
