The difference between players saying that "X ruined my in-game experience" and Riot saying that "tyler1 has ruined the experiences of many players" is that Riot's word is law. They're not really "accus[ing] others of creating a negative in-game experience;" they're more saying that tyler1 did create a negative in-game experience, as shown by his many bans, and this is the action that they are taking.
Not until he single handedly ruined hundreds of thousands of games by influencing people to be extremely toxic. And they barely talk about it.
he already is a public figure, thus the naming and shaming rule doesn't apply to him.
