Just start Barring people from Ranked
it will cut your loss factor and lesson toxic players, because you see alot of mess in ranked games.

they used to do it back then normal draft was a prison island where people played their number of games to get ranked again it was crappy
if you ban trolls your winrate will go down. there are 5 chances for a troll on the other team. only 4 on your team if you are not a troll. therefore there will end up being more trolls on the opposing team. helping you win.
Banning things never works. It's human nature to get around stuff like that. It's also human nature to resent people who try and block you from what you're after.
The last thing ranked needs is for more angry and resentful people trying to play it.
Wont do any of that. All it would do is increase queue times and send the "trolls" to every other queue to make an even bigger mess.
