I think it goes like this -
Every time you found to be toxic the next punishment will be harsher,
For example - you flamed and got 10 chat restrictions, if you will flame again, even after a year have past you will get the 20 chat restrictions.
Is that true?

BlueThingamajig1 votesRiot states that it takes 3 months to drop a single punishment tier. However, they also mention separately that it is based on games played, not time elapsed. Presumably, a supermajority of players play enough games in a 3-month span for their punishment tier to decrease if they don't receive a punishment in the meantime.
If you play regularly for a full year without receiving a punishment, your account will likely drop four punishment tiers. If you play only one game a month, however, it is unlikely to drop even a single tier.

It is time invariant. It is NOT game invariant. Enough games with good behavior can deescalate you, although we don't know the exact number required (and it probably varies based on your behavior).
Otherwise, yes. Extreme behavior can escalate you up multiple tiers at once, but consistent behavior that would earn you a basic chat restriction can indeed eventually earn you a permanent ban if it doesn't improve after a punishment.

Last avatarname2 votesNo, it falls of if I am not mistaken, so let's say your behavior is really good in between negative punishments, you can get lowered a tier and get a little announcement like: you have been playing better lately.

If you stop the behaviours that got you punished, you will slowly drop punishment tiers, but you have to be actively playing games. On average that takes about 3 months, but can vary somewhat.
Finally, your punishment may be escalated to any tier level right up to perma for unusually bad behaviour - e.g. racist comments.
