toxic bounty

Is it fair you're targeted and your games purposefully thrown because people deliberately put target bounties (pay real cash and league credit in favor of making sure you lose or drop in elo) on you due to out of game and in game reasons? The answer is no it is not fair but what will riot do to fix this unfair targeting or atleast punish those doing it when proven since riot target other types of unfair behavior even when not related to in-game behavior
