Game Lobby Toxicity

Ok so recently on another account i placed silver.. ik said day, a g2 placed silver gg ik.. but in like all of those games there is always that one person who flames in champ select (game lobby) and says that he/she is going to troll, feed, grief etc. For when they actually do that in game and I report them for that would Rioters be able to see that chat for a reason to punish those players? or the new system that has been our for the last 4 years or so?

Also with my other discussions when i went to reply or add something it didnt let me i woud type but when i pressed send it just stayed there, any ideas?
