What are Riot's policies about giving away free RP?

I was spectating a twitch stream and one of the streamers teammates started inting. After the game ended the person pmed a riot employee and complained about how he was stuck in elo hell, etc... The riot employee responded by giving him and his friend 2000 RP. Aren't there some rules about riot employees giving away rp like that? It was not a gift because no gift box popped up on the streamers screen. 2000 RP was just instantly added to his account.

It happens occasionally. I think Riot employees have a certain amount of stuff they're allowed to hand out to community members, although I'm not certain if there's some specific process they have to go through.

Source: I was once given 2000 RP by a Rioter who saw a forum conversation I had with an aspiring game designer about my own design interview experience at Riot, and the Rioter in question found it a great example of good community interaction. Again, I haven't seen any other instances of this sort of thing, but I do know it happens occasionally.

Were they pros? Do you know the nature of their relationship to the employee? We're they employees themselves?

Riot used to give out rp in online tournaments but then people abused it so they stopped the tournaments. :( I miss them

i was given 2000 rp from a rioter who i played with for a couple games and when he got off he gave me them saying that "roiters have an ammount of rp they can give to players who deserve it" so im guessing rioters just have a special ammount that they can just give to anyone who they want. He also said that they have the amount they can give out every month so im guessing they can give out X amount every month to random players of their choosing.
