New banning system

Can i get an answer on why doesn't riot invent a new banning system that will be fair for both players and riot. Something like World Of Tanks banning system. The ban can be for 1 hour and it gets longer and longer as bans repeat,and duration of ban can be reset by playing by rules.There will be a strict list of rules and if they are broken the player will receive a 1-24hr ban or chat restrict. That will help the game much,just like it does in other games where this system exists as you can see on example.
