They do get low priority queue.
Report him for negative and let leavebuster deals with the afk (i usually dragged the game out 10-15 minutes longer just to make sure leavebuster hits him for inactivities). He'll get dinged by 2 different systems for a single game
A school friend said his account got banned because he left too many games because of a tight schedule.
Bans due to leaving do happen, but not just after one or two instances, because real life problems and connection issues happen to everyone.
