Solution for champ select trolls

I hate champ select. Ill call a role and lock in after 40 seconds and somebody locks in the same role and I can't switch, forcing me to dodge my queue and have to face a punishment for some troll. Can riot start working on a way to counter these trolls because I had them in my last 3 queues and had to dodge them all and waited an hour just for a game. I know it's difficult to find a solution but it's so frustrating having to be punished for not wanting to have 2 midlanders or 2 adc. Maybe there can be a reporting system where you can report people out of a game and they have to be punished for their troll and not you. It's just an idea but I really want something to happen because this community is so toxic that the game isn't even fun when playing with them. Just have to sit through 25-35 minutes of agony.
