Report out of Game

I was just wondering, Is there any way I can report people out of a game? I recently played a game where people were telling me to kill myself and calling me a %%%got and left because the toxic environment was too much for me. When I tried to reconnect at the end to report, it wouldn't let me so I was wondering if I could someone report outside of the end screen because I think that the three people who did that need to be punished.
