What is even the point of perm banning? Why does Riot not IP ban?

The local university has 1 external IP address for all of campus, including on campus housing. They admit about 4,000 students annually. One player being toxic would lock out all current freshmen, incoming freshmen, any ULoL activities, any on-campus events, etc.
That's just one school. Now if you assume similar stats for other universities around the world you would quickly find a very large segment of Leagues player base either banned for a year or prevented from signing up in the first place.
IP bans are just stupid.

I know people who play nearly exclusively at the local game store. If companies implemented IP bans, that would directly hinder business. Plus, many people have lan parties, or use public IP addresses such as those on college campuses. IP bans are not good ideas for this reason.
It's not that hard to change your ip, so there's no point

Can't ban an ip in case somebody else that isn't toxic also plays from the same comp. Why punish the innocent
IPs are just as easy to change as making new accounts are.
And if a legit player under the same ISP gets that IP they are now punished by someone else's IP ban.
Furthermore, there could be 4 people living in one house who all play league. Why should the other 3 players get banned because their roommate is a dick?
Ban dodging is easy, punishing is hard. Banning an account is simple and has no collateral damage.
