Is this match making broken?

I will try my best to keep my frustration controlled and the story short. But before I begin, please note that this is not a rage/rant on how Dynamic Queue sucks or anything like that.

Recently I have been on a huge losing streak with some wins here and there but rarely. "Its okay, everyone has bad games here and there", is what I always tell myself whenever I do good and my team feeds unintentionally or whenever I feed and my team does fine (I do apologize ofc, no one likes a feeder, intentional or not).

Anyway, my point is why is it that all my past recent games, I either get solo queuers or PREMADE teams of 3-4 trolling?? They would ban what I choose to pick (champ preview, before banning phase starts) and then proceed to pick bad champions and then feed intentionally. INTENTIONALLY. Either in lane or by walking through mid.

Does reporting even do anything?? I've reported so many yet more and more (diff people ofc) still come and troll me! Its always on my team too, I NEVER see enemy teams having a troll?

If a Rioter could help answer me, that would be great.....
