Open a ticket with support. Never VPN, riot hates VPN.
They don't just look at IP for boosting. There's tons of information available to them that they can use to determine whether or not you were the one actually playing in all your ranked games. Have you shared account info with anybody in the past? Or has anybody played even a single ranked game on your account? That's all it takes to get caught up for MMR boosting.
And the ban coming out now doesn't necessarily mean it happened recently. This could have happened months ago and it just now got around to detecting it.
HWID. Vpn is whatever since your ip can change instantly. But your hardware is should not be drastically changing with performance.
